A long-running Hamheung naengmyeon house on Ojang-dong’s cold-noodle street. The thin potato-starch noodles are so chewy you will want scissors. The signature is hoe-naengmyeon, heaped with skate in a sweet, hot sauce. Mix it up, eat, and sip the hot broth that comes alongside between bites. It is the opposite of mild Pyongyang naengmyeon.
